Rioja wines - Control boardThe Regulations of the Denominación de Origen Calificada Rioja define the Control Board as a devolved body of the Ministry of the Environment and Rural and Marine Affairs with decision-making powers for the functions given to it in the Regulations.

These functions basically consist of applying the standards in the Regulations and ensuring that they are complied with, encouraging and monitoring the quality of the wines covered, promoting their image and, from a socio-economic point of view, defending the interests of the sector by fostering initiatives to establish inter-trade agreements.

Although the concern among the winemaking sector in Rioja to seek the best possible guarantees of quality and authenticity for the wines produced in the region goes back a long way, it was not until 6 June 1925 that it was authorised to put the word "RIOJA" on labels as a collective brand, creating a special seal. The legal precedent for this measure was the Law of 1902 on industrial property, which spoke of "indications of origin" in Title IX.

By the Royal Decree of 22 October 1926 the first controlling body was created, which would later be a Designation of Origin, although it scarcely existed outside the Spanish State Official Gazette. This first Control Board was given the task of demarcating the Rioja production area, supervising the issuing of "guarantee seals" and recommending the legal measures to be adopted against those who misappropriated or falsified the Rioja brand. Its Regulations were not adopted until February 1928.

Already in the 20th century, in 1902, a Royal Order was proclaimed defining "origin" in its application to Rioja Wines. In 1926 the Control Board was created by decree with the purpose of demarcating the Rioja production area, supervising the issuing of "guarantee seals" and recommending the legal measures to be adopted against those who misappropriated or falsified the "Rioja" name. However, it was not until 1945, when this institution was provided with a legal structure.
